Earlier, while looking for the stamp pad for the books of accounts, a young man near the table expressed his disappointment with the Certificate of Registration he had just received. He said the COR now has expiration! I replied that COR has no expiration. But he showed to me the note in the COR that says ***THIS CERTIFICATE OF REGISTRATION (COR) SHALL BE VALID UNTIL DECEMBER 31, 2017". I was surprised!
I checked on the COR I also just received and saw the same note printed on it. I told him that it could not be that we just had received ours and by December of the same year it would expire. Also, CORs would expire only when the business was closed. However, we still needed to find out why there was such a note on our CORs.
My number with window 4 was called out. I was actually lining up both for windows 2 and 4. Window 2 was for the registration of the books of accounts while window 4 was for the Authority to Print Receipts and Invoices. At window 4 taxpayers can also request assistance for printers of Receipts and Invoices. Because of the Asean Summit, BIR would be closed on November 13-15. These special non-working days would also affect the processing time of my application. So, I was advised to follow up on the week after the non-working days.
Then I asked the BIR personnel about the note on the COR. Why was the COR valid until December 31, 2017 only? I was hoping he knew the answer. Sometimes, some personnel would not know the concerns of other departments. I was thankful that he knew. According to him, the COR would have changes in format. The changes would be ready before the year ends. So taxpayers would be getting their COR with the new look at year end. That was a relief to know!
At window 2, the signing of the books of accounts was fast. The books were released approved and signed within 30 minutes. That was a very big change and a welcome improvement. A few years ago, we would return a week or so for the approved and signed books of accounts. I was also advised that we can now update the books of accounts any time of the year. There is no need to wait for the year end deadline anymore. As long as your books have only a few more pages left, we can now update the books. That was another relief.
The services of the Bureau had improved a lot compared to a few years ago. Also, I was really impressed by the smiling faces of all the BIR employees.
